If you play Smallworld often, owning both is well worth it (with all the mini-expansions). They basically create more replayability. But don't think that Underground improves/fixes Small World; Small World is actually based on another old game (Vinci) and is a very solid design.

Playing Small World on the iPad the AI allows the conversion to take place at anytime during the attack phase but before the re-enforcement die roll.
